SpikeAndSlabPrior.spike: float

Spike width \(\tau_0\) as a multiple of the reference standard error.

A coefficient in the spike is shrunk to within a tenth of a standard error of zero at the default, which the data cannot distinguish from zero. Smaller is a harder exclusion and a sharper separation from the slab. Must be positive and less than slab.
