Methods#

`coefficient_mean`(context)	Zero, which no infinite variance will ever pull toward.
`coefficient_variance`(context)	Infinite everywhere: no opinion about any coefficient.
`dummy_observations`(context)	Artificial rows this prior contributes, for restrictions on sums.
